UER’s goal is to provide the most cost-effective performance-based security system solution for our customer’s unique security problems and needs. UER uses a systems engineering approach with a proven security methodology that has been applied for over 35 years. This systems approach ensures that all security components are complementary and the solution is integrated, making it more difficult for a spectrum of threats to achieve their goals of harm to the company’s assets, personnel, or operations.

UER’s methodology approaches all security system solutions with a goal to ensure the system is able to evolve with changing requirements, threats, or site operations. This is accomplished by using open architecture designs that allow easier and more effective technical insertion as technologies evolve. UER’s unique security sustainment capabilities ensure the performance of the security system is maintained at an acceptable level, avoiding potential catastrophic failures and minimizing the costs of major upgrades. UER accomplishes these critical performance objectives through system monitoring, periodic performance testing, equipment trend analysis, planned equipment refresh rates, among other systemic capabilities. Minimizing impacts on current operations is always a prime consideration.

UER has modeling and simulation tools that address current and future Homeland Defense threats as well as threats against other critical installations. Many of these enhanced modeling and simulation capabilities are not available to many security firms. The modeling and simulations results are used to understand the consequences from a wide range of threats which helps the UER subject matter experts develop cost effective security designs.

UER partners have made unique contributions to the Department of Homeland Security (DHS), the Department of Energy (DOE), the Department of Defense (DoD), and the North Atlantic Treaty Organization (NATO) to provide the highest levels of security for high value assets in the United States and worldwide.

UER has performed many evaluations and upgrades of sensitive facilities in the United States and abroad using a methodology called the Design and Evaluation Process Outline (DEPO). Because of this capability, UER has developed many physical protection training courses based on the DEPO methodology to instruct other organizations. This training has been presented to various federal government entities, at workshops for industry and professional societies (ASIS), various conferences (i.e., Chiefs of Police), and several United States’ universities. These courses emphasizes the use of performance-based systems and using measurable quantities to predict component and system effectiveness in meeting physical protection goals. Once system performance has been assessed, information regarding cost/benefit and risk prevention can be effectively addressed.
