Local Government and Fiscal Impact Report
As part of Urban Environmental Research’s contract with the Clark County Nuclear Waste Division, the Cities of Boulder City, Henderson, and Las Vegas personnel were interviewed between August and December 2000 as part of a fiscal impact study of the potential effects of shipping high-level nuclear waste (HLW) through the County. The study concluded the incremental or additional cost to governmental units directly attributable to the development of Yucca Mountain and the subsequent shipping campaign. The fiscal impact study used a case study approach that provided Cities personnel with three scenarios. In the case of public safety agencies, after determining current capacity, those interviewed were asked to compile a list of resources, training, personnel equipment, and capital outlays necessary for them to be able to ensure the public health, safety, and welfare to carry out their agency mission for each of the three scenarios. The potential vulnerabilities of the Cities are described within the report, as well as the fiscal impacts to the public safety agencies.
