Paul Washeba, MBA

Managing Partner/Vice-President, Operations

Paul Washeba is a hands-on business leader who oversees daily operations of Urban Environmental Research as Partner/Vice-President of Operations. Washeba has expertise in developing and executing strategic business initiatives, operational resilience, and leading organizations to achieve profitable results. He has been recognized for mapping business direction, service delivery, and enabling revenue growth for various Fortune 500 firms.

Mr. Washeba has extensive expertise formulating and executing business operations strategies surrounding workflow, security, regulatory compliance, IT governance, quality assurance, and project management. Wide-ranging background spans mature companies, high-growth, reorganizations, and budget challenges. He has been a speaker at various national and international conferences discussing business forecasting, management, impact assessment, and public outreach strategies.

Mr. Washeba has managed a variety of hazardous materials, commodity flow, critical infrastructure and a variety of socio-economic research and analysis on transporting HLNW/SNF from the counties perspective. These analyses measured the gap in preparedness by the emergency management teams in the county and helped get Federal dollars for training and equipment for first responders so that they would be better prepared for any type of HAZMAT incident and transportation related projects.

 

 

 

 

 

 

 

 

Robert D. Hulshouser, CPP

Partner/Vice-President, Security

Bob’s past experience in senior and executive security management experience spans over thirty years within the public utility sector to include electric, water, natural gas, and nuclear power generation. Within the security profession he has been recognized as a thought leader, visionary and decisive advocate for the evolution of security as a collaborative management function in support of enterprise risk management practices.

Bob is well known for his networking skills in multiple security venues both within the USA and abroad. He has been featured in more than 15 magazine and journal articles worldwide on a variety of security management topics to include relationship engineering and networking. In over 50 major security presentations, Bob’s discussions were often focused upon protective partnering, networking and team building as security force multipliers.

A member of ASIS International since 1978, Bob served as an elected member on the International Board of Directors for six years, and was an officer of the Society for two years. He is past President of the ASIS Foundation Board of Trustees. Bob’s other ASIS activities have included service as Chairman of the Global Business Strategies Commission, Chairman of the Commission on Committees, Chairman of the Council for Privacy and Personnel Information Management and Chapter Chairman. Bob is past Chairman of the ASIS Utilities Security Council and the first Chairman of the ASIS Critical Infrastructure Working Group (CIWG). He has served as a member of the prestigious Chief Security Officer (CSO) Roundtable for ASIS. He is the recipient of the ASIS President’s Award of Merit, and the first “Donor of Distinction Award” from the ASIS International Foundation. His international honors and contributions include selection for the first “Private Security, Investigation, and Business Intelligence Delegation” visit to Russia at the formal invitation of the Ministry of Internal Security of the Russian Federation in 1992; invited keynote speaker and official ASIS representative for the 5th Anniversary and International Seminar of the Estonian Security Association and the Baltic States in 1998; invited dignitary to the Middle East Security Conference and Exhibition in Bahrain in 2000; speaker and invited guest at the ASIS European Security Conference in London and the Swedish Security Seminar in Stockholm in 2001 and Guest of Honor, ASIS Sweden Chapter’s 20th Anniversary Jubilee in Stockholm in 2010.

Bob is retired from the U.S Army Reserve as a Lieutenant Colonel and is a decorated Vietnam War veteran.

Bob has been actively involved with critical infrastructure protection and security initiatives within the utility industry. He served as the first President of the Washington Field Office (WFO) / Linda G. Franklin InfraGard Chapter sponsored by the FBI and as President of the Southern Nevada InfraGard Members Alliance. Bob was one of a select group of civilians who were appointed to serve on the FBI’s first Joint Cybercrime and Infrastructure Protection Task Force in Washington, DC. He is currently a Trustee on the FBI Las Vegas Citizens Alumni Association Board of Trustees.

Bob has a Master of Arts degree from Pacific Lutheran University and a Bachelor of Arts degree from Ripon College. He graduated with honors from the U.S. Army Command and General Staff College.
